We are talking about kids who were brought here through no choice of their own, who grew up American. What exactly is their crime? The word “handicap” can mean a situation that prevents a person from making progress and that fits, here. BTW, I am all for opening the doors of all schools to anyone who wants to do the work--I mean anyone.
