a) Instate Tuition: Yes.
There is a regulation that has been in place since 2003 supported by the Kentucky Council for Post-Secondary Education (CPE) that allows state colleges and universities to grant students in-state tuition. Participating schools include Bluegrass Community and Technical College (BCTC), University of Kentucky, Eastern Kentucky University, Northern Kentucky University, and some of the community colleges in the Kentucky Community and Technical College system including BCTC, JCC, OCTC.

c) Scholarship/Funding: Undocumented students cannot get any financial aid, but scholarships via the Migrant Network Coaltion (www.mnclex.net) and other community groups are available. In some cases, they are eligible for institutional scholarships.

SB 144 – Chapter 85 (Signed 03/23/2007)
This legislation relates to driver’s licenses and requires applicants to be U.S. citizens, permanent residents or of other lawful status. The law also requires agencies that are hiring tele-communicators to be U.S. citizens or legal resident aliens.
SB 104 (introduced to senate 1/24/08)
AN ACT relating to certificates for driving. Create a new section of KRS Chapter 186, to define the term “certificate for driving†as a certificate issued by the Transportation Cabinet to an individual who cannot prove citizenship or legal presence requirements of KRS 186.412; mandate that certificates for driving be clearly distinguishable from regular operator’s licenses and clearly state on the face that the document is not to be used for identification purposes.
