a) Driver’s License: No, in order to obtain a driver’s license in the state of West Virginia, the applicant must prove to be a resident of the state. First-time applicants must provide a certified birth certificate and a social security card or Individual Taxpayer Identification Number (ITIN). Immigrants applying for a driver’s license must provide one of the following documents:
– An INS Form I-551 Alien Registration Receipt Card;
– A valid Temporary I-551 stamp in Foreign Passport (with English translation) or an INS I-94 form; or
– Valid re-entries permit INS Form I-327.
