District of Columbia

a)Driver’s License: No, in order to obtain a driver’s license in D.C, the applicant must provide one document which proves he/she is a D.C resident (e.g. utility bill, telephone bill, unexpired rental lease). Furthermore, the applicant must show proof of name and date of birth, and their social security number.A non-U.S citizen who wants to obtain a D.C driver’s license must provide proof of name, date of birth, and U.S duration of stay, and proof of social security number, along with proof of D.C residency. Please visit the District of Columbia Department of Motor Vehicles website for more information.

b)Tuition: Currently, there is no law which would allow undocumented students to pay in-state tuition rates in the district. Most DC-area schools are private so the issue does not come up unless one ends UDC or the community colleges in D.C.

c)Scholarship/Funding: Undocumented students are able to apply for private scholarships. Visit MALDEF for a list of scholarships that do not require proof of citizenship, legal residency, or a social security number. Private schools also have large endowments that are open to undocumented students.
