Delaware

a) Driver’s License: In order to obtain a driver’s license in the sate of Delaware, the applicant must prove to be a resident of the state (i.e. rent receipt or lease and electric, telephone, or other utility receipts). Furthermore, he/she must provide their social security number and two forms of identification. A non-U.S. citizen must also provide proof of legal presence in the country. b) Tuition: Currently, there is no law which would allow undocumented students to pay in-state tuition rates in this state.

c) Scholarship/Funding: Undocumented students are able to apply for private scholarships. Visit http://www.maldef.org/pdf/Scholarships_072003.pdf for a list of scholarships that do not require proof of citizenship, legal residency, or a social security number.
